Ask what would make it possible, and offer a trial. "Could we try it for a month and see?" gets agreed far more often than a permanent change.

Not for a working preference. For a formal adjustment it depends on your country and employer — check a local source.

Manager first if the relationship is decent, because it stays practical. HR makes it a process, which you want only when you need it on record.
What if I have asked before and nothing happened?
