Is a connection request enough on its own?
It keeps the contact. It does not start anything. If you actually want to talk, the message is the thing that does it, not the connection.
What if they do not accept?
Plenty of people check LinkedIn twice a year. It is not a signal, and it is not worth a second attempt.
Should I follow rather than connect?
If they have a large following and post a lot, following is lower friction and you can still message later. For someone you actually met, connect.
